Zusammenfassung:	PROBLEM TO BE SOLVED: To arrange a ground protective member for preventing the generation of a scour due to the flow of waste water in a weak sea-bottom ground, and to improve the stability of the ground protective member in an equipment discharging a large quantity of waste water into the sea. SOLUTION: A ground protective member 10 is laid within a specified range in the direction of a water flow 4 though the water flow 4 is generated by waste water discharged from a waste water port 2 installed in the sea, and the scour of a sea-bottom ground 5 can be prevented. A large number of the ground protective members 10 are disposed while adjoining asphalt mats, and cutoff treatment is conducted to the joints of mat members while pushing members promoting the settlement of end sections are arranged, thus improving the stability of the asphalt mats.
