Zusammenfassung:PROBLEM TO BE SOLVED: To provide a positive electrode plate, in which cobalt hydroxide at a high level can be filled and which can be utilized at high efficiency, by filing a nickel- sintered substrate with the active material, which is mainly composed of nickel hydroxide, and impregnating the substrate with cobalt after the formation treatment. SOLUTION: A porous sintered substrate, which holds nickel hydroxide as a positive electrode active material, is chemically formed once so as to form a cobalt hydroxide layer, which contains cobalt hydroxide at a high level, in a surface of the active material. Since the active material adhered to the surface of the electrode plate is eliminated and clogging of the surface of the electrode plate is eliminated, a cobalt hydroxide layer can be formed in the surface of the active material inside of the electrode plate. Nickel hydroxide at a level (2.2-3.0 value) higher than that of former nickel hydroxide (2.0 value) is obtained by chemical formation treatment so as to directly form cobalt hydroxide in the surface layer. Nickel hydroxide and cobalt hydroxide at a level higher than the level thereof before the chemical formation treatment generates the oxidation-reduction reaction, and a part of the cobalt hydroxide is oxidized, and a high level cobalt hydroxide such as high conductive CoOOH is formed into a thin layer.
