Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a hair cosmetic which imparts smooth touch to the hair without causing flaking while assuring non-sticky feel when used. SOLUTION: This hair cosmetic is obtained by adding a hydrophilic nonionic surfactant to a water-soluble solvent and then an oil phase to the mixture to prepare an emulsion in water-soluble solvent as the first step, and as the second step, an oil-in-water type emulsion obtained by adding water to an emulsion and a high polymeric thickening agent are blended with the emulsion prepared in the first step.
