Zusammenfassung:PROBLEM TO BE SOLVED: To surely manage a bicycle parking lot even in unmanned state by surely detecting the passage of a bicycle, etc. SOLUTION: Concerning a managing device 21, loop coils 31 and 32 are housed inside handrails 23 and 24 of an entrance part and loop coils 33 and 34 are housed inside handrails 27 and 28 of an exit part 26. Since the loop coils 31 and 32 and the loop coils 33 and 34 respectively change their inductances when any bicycle or motor-cycle passes between the loop coils 31 and 32 or the loop coils 33 and 34 serially connected to oscillation circuits, the passage can be surely detected as the change of oscillation frequency.
