SOLUTION: For example, NaOCl and HCl is mixed and reacted with each other in the ratio of NaOCl to HCl of approximately 1 and the generated Cl2 gas is reacted with approximately 25wt.% aqueous solution of NaClO2 . The generated ClO2 gas is sucked under reduced pressure along with appriximately 0.001-18wt.% NaClO2 aqueous solution so as to be absorbed in the NaClO2 solution and then sodium hydroxide is added thereto so as to prevent instantaneous emission of the sodium chlorite. the aqueous solution containing the sodium chlorite by 1-5000ppm and having 10-12pH can be thus provided. This solution is put in a capped bottle as a deodorizing, antiseptic and sterilizing agent and evaporated by using capillary so that ClO2 can be emitted stably to sterilize microorganism.
