SOLUTION: In a device for controlling the intake air amount of an engine by changing the opening of a throttle valve 2 by the operation of an accelerator pedal, the dead band range in which the throttle valve 2 is not opened in the low opening range by the operation of the accelerator pedal is provided, and output control of an internal combustion engine in automobile traveling is performed in the dead band range by air flow rate control of an idle speed control valve 3 so formed as to bypass the throttle valve 2.
