PROBLEM TO BE SOLVED: To obtain a cosmetic having long-acting high moisture-retaining effect by synergistic effect by combinedly using a specific phosphoric acid triester with glycols. SOLUTION: This cosmetic is obtained by combining and compounding (A) a phosphoric acid triester of formula I [R , R and R are each a 1-4C alkyl; X, Y and Z are each a 2-3C alkylene; (l), (m) and (n) are each 1-10] with (B) glycols selected from polyethylene glycol, polypropylene glycol, dipropylene glycol, propylene glycol and butylene glycol. A compound of formula II, III, etc., is preferably used as the component A. The compounding amount of the component A is preferably 1-50wt.% based on total composition. The compounding amount of the component B is 1-90wt.% based on total composition. The cosmetic can further be compounded with hydrophilic moisture- retaining component (e.g. glycerol, sorbitol or maltitol) having >=10wt.% solubility at 20 deg.C to the component B.
