Zusammenfassung:	PROBLEM TO BE SOLVED: To use only one monitor which displays output video for the video conference system which uses a multipoint video conference system and a high- speed video conference system having higher performance in image transmission than the multipoint video conference system. SOLUTION: An opposite-image recognition part 111 decides from which point the video shown by the output video of the multipoint video conference system is, and an image decoding part 113 generate an image to be embedded in the video of the high-speed video conference system only for the part of the image of the point where the high-speed video conference system is operated in combination from the output of an image decoding part 103 which outputs the video of the high-speed video conference system and the output of an image decoding part 110 outputting the video of the multipoint video conference system, so that single-monitor constitution is obtained.
