Zusammenfassung:PROBLEM TO BE SOLVED: To generate initial allocation of high quality by allocating such a variable that a candidate set becomes an empty set on the spot and eliminating generated restriction violation through a value varying process for a variable that is already allocated. SOLUTION: When there is a candidate set which becomes empty in a candidate set storage part 112, an adjustment allocating means 108 takes the corresponding variable out of a variable set storage part 111 and allocates a value. Further, a value varying process is performed as to variables in an allocated variable set storage part 113. When restriction violation is not eliminated through the value varying process of the adjustment allocating means 108, a variable holding means 109 deletes a variable whose candidate set becomes empty from the variable set storage part 111 and registers it is a held variable set storage part 115. A violence allocating means 106 takes one variable out of the held variable set storage part 115, selects a value which becomes small in restriction violation in restriction storage part 116 out of the candidate set, and allocates it at random.
