Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a new preventive and treating agent useful for prevention and treatment of apoplexy, cerebral infarction, brain edema and cerebral ischemia reperfusion disease, etc., when treating reperfusion by making the agent include interleukin-8(IL-8) bond inhibitor as an active ingredient. SOLUTION: This preventive and treating agent includes IL-8 bond inhibitor as an active ingredient. The IL-8 bond inhibitor is preferably anti-IL-8 monoclonal antibody derived from a mammal and WS-4 antibody is especially preferable. The anti-TL-8 monoclonal antibody is obtained by immunizing a mammal by the IL-8, performing cell fusion of the obtained immunized cells with myeloma cells as parent cells, screening and monocloning the obtained hybridoma, and culturing the hybridoma producing the antibody. An efficient divided dose of the IL-8 bond inhibitor is selected from, for example, 0.01-1,000mg/kg body weight.
