SOLUTION: Distribution members 6 extending in the short side direction of a pair of rectangular surface plates 1 and having a plurality of mutually parallel communication ports 5 provided along the long side direction of the surface plates are interposed between a pair of the rectangular surface plates 1 in the vicinity of both end parts thereof in the long side direction of the surface plates and a foamable core material 3 is injected from the central side parts of the long sides of both surface plates 1 to fill the end part sides through the communication ports 5 of the distribution members 6 to suppress the generation of voids.
