SOLUTION: The outlet fuel off gas of a cell 1 is heat-exchanged with reforming device fuel air and recovery water w1 in a heat exchanger 10, and is separated into phosphoric acid solution (s) and fuel gas h1 in a phosphoric solution separation device 11. The solution (s) is separated into phosphoric acid (p) and the recovery water w1 in a phosphoric acid separation device 13, and the phosphoric acid (p) is mixed into fuel gas (h) led into an anode by a phosphoric acid evaporation device 14.
