PROBLEM TO BE SOLVED: To securely perform the lock without using an operating power source, and to simplify the structure by providing a stopper to be locked with a shutter, which seals an insertion port in the condition that a circuit-breaker and a grounding switching unit are turned on, in a tip of a chain-like lever, of which base end is supported by a supporting rod provided at an eccentric position in a front end of a rotary shaft to be rotated by both sliders and of which tip is moved in the vertical direction. SOLUTION: An upper and a lower shutters 59, 70 are moved right by pins 68, 79 so as to open an upper and a lower insertion ports 50, 54, and a manual handle is inserted so as to rotate an upper and a lower operating shafts 5, 7, and an upper and a lower sliders are moved to a turn-on position. With this movement, an upper and a lower rotary shafts are rotated so as to turn a supporting rod 100, and chain-like levers 101, 106 for supporting a base of the supporting rod 100 are moved in the vertical direction, and stoppers 105, 109 provided in tips thereof are locked with locking pieces 114, 112 of the upper and the lower shutters 70, 59. At the same time, ON condition of a circuit-breaker and a grounding switching unit is displayed by an upper and a lower changeover display boards 37, 41. Coil part and electric circuit are not used for the lock.
