Zusammenfassung:PROBLEM TO BE SOLVED: To exactly and certainly obtain the state detection signal of a rotating body by reducing a noise in a slip ring mechanism. SOLUTION: This device is provided with a first rotary shaft 1 integrally rotating with a rotating body 3 and a second rotary shaft 5 rotating at a rotational speed twice as fast as that. A first slip ring mechanism 19 is provided between the first and second rotary shafts 1 and 5, and a second slip ring mechanism 26 is provided between the second rotary shaft 5 and a fixing part 22. A signal from a state detecting sensor 11 attached to the rotating body 3 is extracted through a first connection line 27, first slip ring mechanism 19, second connection line 28, and second slip ring mechanism 26 to the fixing side.
