Zusammenfassung:	PROBLEM TO BE SOLVED: To safely and economically remove a coating film to thereby recover a thermoplastic base by treating a waste thermoplastic base having a decorative coating film or a protective coating film thereon in an alkaline solution for removing the coating film. SOLUTION: A thermoplastic base is recovered by the following steps: a step (1) of treating a waste thermoplastic base having a decorative coating film or a protective coating film thereon in a film-removing solution containing about 40-95wt.% water, about 5-60wt.% alkaline substance and about 0.01-20wt.% surface active agent under stirring at about 60-100 deg.C and at a pH of about 10 to 14 for a period of time sufficient for removing the coating film; a step (2) of taking out the thermoplastic base after treatment from the solution; a step (3) of rinsing the thermoplastic base in a first rinsing solution, a dilute acidic rinsing solution and a second rinsing solution until the pH of an effluent rinsing solution is neutral; and a step (4) of drying the thermoplastic base after rinsing.
