Zusammenfassung:	PROBLEM TO BE SOLVED: To make it possible to control fluctuation in supply voltage both in the positive direction and in the negative direction even if a surge noise is applied. SOLUTION: A power supply has a ground line 7, a negative line 6 to supply power and a circuit earth line 8. The power supply is also provided with a first surge absorbing element 20, placed between the ground line 7 and the circuit earth line 8, having non-linear characteristics; and a second surge absorbing element 21, placed between the negative line 6 and a reference potential having non-linear characteristics. The clamp voltage of the first surge absorbing element 20 is set so that fluctuation in potential between the ground line 7 and the circuit earth line 8 will be a specified value or below. The clamp voltage of the second surge absorbing element 21 is set to a voltage at which the malfunction of the circuit will not be caused.
