PROBLEM TO BE SOLVED: To increase the simulation speed by handling array objects, which are accessed in the unit of plural elements, as scalar objects. SOLUTION: A description input part 1 which inputs hardware description as the simulation object, a feature extraction part 2 which extracts features of array objects included in the hardware description, a packing processing discrimination part 3 which discriminates whether packing processing should be applied to each array object or not based on features extracted by the feature extraction part 2 and the discrimination reference which is used to discriminate the degree in which array objects are accessed in the unit of plural elements, and a code generation part 4 which generates a simulation code obtained by subjecting the array object to packing processing at the time of discriminating it by the packing processing discriminating part 3 that packing processing should be applied to this array object are provided.
