Zusammenfassung:PROBLEM TO BE SOLVED: To prevent a downcomer from being damaged, and improve the work efficiency of a coal particle accumulation preventing device. SOLUTION: A downcomer 12 and a jetting pipe 13 rotate with the central axis of a CWM storage tank 1 as the pivotal center, and CWM being jetted from a jetting port 20 stirs coal particles 17 being accumulated on a bottom plate 19, and prevents the coal particles 17 from accumulating. The downcomer 12 rotates with a rotation displacement absorbing mechanism 22 as the center in the opposite direction from the advancing direction of the downcomer 12, when the coal particles 17 have accumulated, and for this reason, an excessive force such as breaking the downcomer 12 is not applied. Also, when the downcomer 12 receives a liquid pressure in the horizontal direction by a stored liquid (CWM) 15 at the time of earthquake, the downcomer 12 rotates with the rotation displacement absorbing mechanism 22 as the center, and absorbs a displacemnt in the rotating direction, and an excessive force such as breaking the downcomer 12 is not applied.
