Zusammenfassung:PROBLEM TO BE SOLVED: To prevent ice from being produced inside a heat exchanger, accompanying the drop of refrigerant evaporation temperature in the heat exchanger, to an ice heat accumulator which produces ice by producing overcooled water by a full liquid shell and tube heat exchanger. SOLUTION: To a device which is equipped with a refrigerant circulating circuit and a water circulating circuit and cools water with a heat accumulator and exchanger (42) into an overcooled condition and mixes ice nuclei produced with an ice nuclei generator and dissolves the overcooled condition so as to manufacture ice, the heat accumulator and exchanger (42) is constituted of a full liquid type of shell and tube type where a plurality of heat conductive pipes (49, 49,...) are arranged within the container (48), and water, inside the heat conductive pipe (49), and a refrigerant, outside the heat conductive pipe (49), are let flow. The pipe (51) on outlet side of the refrigerant of the heat accumulator and exchanger (42) is provided with an overheat detecting sensor (th-SH1) capable of detecting the overheat, based on the saturation temperature equivalent to the pressure of refrigerant, and the aperture of an electric expansion valve for decompression of refrigerant is controlled so that the overheat of this refrigerant may be zero.
