Zusammenfassung:PROBLEM TO BE SOLVED: To utilize a bank body as a pier for emergency by installing hollow cases charged with ballast on the submarine foundation and scattering natural stones at both sides to construct an embankment and discharging ballast in an emergency to float the cases and tagging them for mooring or anchorage. SOLUTION: An air supply and exhaust hole 24 and a manhole 21 are provided at the top face of a case body 20 made of concrete, a single steel material, or a synthetic material and a water supply and discharge hole 26 is provided at the bottom thereof. This case body 20 is put on a foundation constructed in advance in the submarine construction site. Valves 28, 30 are opened to charge ballast and water to submerge the case body and settle it on the foundation. A number of natural stones are scattered at both sides of the case body to stack them and construct an embankment. Even when the natural stones of the embankment collapse owing to an earthquake, a tsunami, or the like, since the case body is not probably broken, the natural stones at one side are removed and the valves 28, 30 are opened and the ballast and water are removed to float the case body 20 and tag it to the other place. The case body is moored or settled on the bottom to form a pier for transportation boats of aid materials. When sand is used as the ballast, it is fed or discharged through the manhole 32.
