PROBLEM TO BE SOLVED: To shut off an optical path where disturbance light advances, and to irregularly reflect the incident disturbance light so as to emit this light from an incident surface. SOLUTION: This louver is constituted by arranging and laminating a light irregular reflection layer 12, a light absorption layer 13 and a light passage layer 11. The respective laminar members are inclined with a plane. The incident disturbance light falls onto the irregular reflection layer 12 and are irregularly reflected by this layer. The reflected light is diffused in the light passage layer 11. The diffused light is partly absorbed by the light absorption layer 13 right above the passage layer and is partly transmitted through the light passage layer 11. The light is thus emitted from the surface on which the disturbance light is made incident. As a result, the disturbance light is shielded and the appearance is improved by the emitted light. There is an effect that a reflection function is obtd.
