Zusammenfassung:PROBLEM TO BE SOLVED: To enhance workability by laying a mat having the properties of weakening rain force by swelling by soil water and of granulating soil in muddy water, on the leveled ground. SOLUTION: A planting vegetative mat 1 is constituted by layering a net 2 and a corrosive water-weakening cloth piece such as a thin cotton lap 4 to which a high polymer coagulator as a soil particle coagulator is stuck. Next, the mat 1 is laid on the leveled ground 9 created on a riverbed or the like by putting the lap 4 below, and the leveled ground 9 as vegitative bedrock is protected by the net 2. Next, the coagulator is swollen by soil water, and at rainfall time, rain is weakened by the net 2 and the lap 4, and soil in muddy water generated in the leveled ground 9 contacts with the coagulator, and is condensed and granulated, and only transparent water is flowed down. Since the coagulator can endure several time rainfalls, a seedling and roots 12 or the like can be planted and grown in planting holes formed in the mat during that time. Therefore, the bare land can be protected just after the ground is leveled, and muddy water pollution of revers or the like can be prevented.
