PROBLEM TO BE SOLVED: To prevent the generation of dust especially at an outlet part when a fine powder of slaked lime or the like is transferred to a dissolving tank, to enhance a dissolving ratio at a time when the fine powder of slaked lime or the like is dissolved in a liquid and to simplify and miniaturize an apparatus as a whole while reducing initial cost and running cost. SOLUTION: Slaked lime S is quantitatively transferred by a uniaxial eccentric screw pump 5 by introducing air so that a solid-gas ratio becomes 20 or more and sent into water W within a dissolving tank 8 from a discharge pipe 7 having a wide mouth part 7a inserted into water W and largely opened at the leading end part of the pipe 7 as compared with other part while water W is stirred and mixed with water W to be dissolved therein.
