SOLUTION: The action of a down-counter 26 is changed by a sequencer 27 and a multiplexer 25 to control a compensation pulse 7. The sequencer outputs a counter load signal 13 to the down-counter and the down-counter loads a multiplexer output 15 into the counter. The sequencer outputs a multiplexer control signal 14 and the multiplexer changes the multiplexer output 15 into an output or a counter output 16 responsive to the time set at more than the maximum time of a delay in rise-up.
