PROBLEM TO BE SOLVED: To return toner worthy of being reused to a developing unit and to house the toner to be discarded in a toner recovering container by sorting recovered toner worthy of being reused from recovered toner to be discarded as it is, in the vicinity of a cleaning device. SOLUTION: The device is provided with a photoreceptor drum 11, the developing unit 12, a cleaning means 13, the toner recovering container 15, a toner recovering pipe 14 for collecting the toner recovered by the cleaning means 13 and discharging the toner in a fixed direction and a switching shutter 21 for switching the carrying direction of the recovered toner, in the vicinity of the end part of the toner recovering pipe 14 and constituted to switch recovery for recycling the recovered toner and that as waste toner by the switching shutter 21. Further, a toner carrying means is provided under the shutter 21, to return the recovered toner to the developing unit or house the recovered toner in the toner recovering container 15.
