Zusammenfassung:	PROBLEM TO BE SOLVED: To stably perform speed control at actuator starting time without large overshoot and undershoot. SOLUTION: Arithmetic operation is performed on a target value of inflow side pressure from target speed set by an operation lever 9, a lever sensor 10 and a target speed setting part 4 and frictional force at its time found on the basis of a speed/friction characteristic, and inflow side pressure of a turning motor 1 is controlled toward this target value, and at the same time, friction compensating feedforward control is performed to control the outflow side opening area in a value necessary to actuate the turning motor 1 at target speed.
