SOLUTION: The manufacturing method of a valve sleeve comprises a bottomed stock forming process in which a solid stock is worked by cold forging to form a bottomed stock having a hole 3 whose one side is open, a cylindrical stock forming process in which a bottom part of the bottomed stock is removed by drawing and the hole 3 is finished through ironing to form a cylindrical stock, a groove forming process in which a groove 11 whose one side is open is formed through the cold forging with the hole 3 as a guide, a forming process in which an end part of the cylindrical stock on the open side of the groove 11 is deformed inward to form an annular projected part, and a finishing process in which the cylindrical stock having the annular projected part is cut or ground.
