PROBLEM TO BE SOLVED: To reduce the work by hand as less as possible by providing with a steel band setting part and a cutting part for rear end of steel band to grasp a steel band to carry it to the other end of a basic body facility mechanism and, after cutting the rear end of the steel band, to put the steel band down to the surface of the basic body. SOLUTION: A pinchedly holding member BT1 in two ribbon pinchedly holding member BT1, BT2 of a back tension unit 107 grasps a ribbon 106 at a position (d), moves to a position (e) to release the ribbon 106, and returns to the position (d) to grasp the ribbon 106 again and moves to the position (e). By this operation, the ribbon 106 is taken out from a reel 108, and the tip of the ribbon 106 is made to be reached a position (a). RF unit 109 grasps the tip of the ribbon 106, and simultaneously, the pinchedly holding member BT1 of the back tension unit 107 releases the ribbon 106 to return the position (d). After that, the RF unit 109 transfers to a position (b), thereby drawing out the ribbon 106 to the position (b). A press 105 is operated in this state to cut the ribbon 106.
