Zusammenfassung:	PROBLEM TO BE SOLVED: To form an electric resistance welded steel pipe rapidly and accurately by mixing at least one or more stands of fin rolls in a stand groupe having plural side rolls in a cluster mill. SOLUTION: Plural pairs of the side roll groupes 5 are supported with a pair of side-roll supporting bodies 6 on a pair of platforms 2. At least one or more stands of the fin rolls are provide among the stand groupe having plural pairs of these side roll groupes 5 dividing into fin rolls 13 on the work side and fin rolls 14 on the outlet side. And, just under a pair of the fin rolls 13, 14 and a steel tube to be formed, lower rolls 15 for supporting and transporting this steel tube are arranged and the rolls are supported with bearings 19. Like this, by providing a roll forming device in common with a pile mill in which fin pass forming rolls are incorporated in the cluster mill, elliptical forming and edge forming are rapidly and accurately executed with the same device.
