Zusammenfassung:PROBLEM TO BE SOLVED: To obtain a video signal coder in which a coding efficiency for variable length coding is enhanced by providing a zigzag scanning control section and execution section to scan a transformation coefficient while skipping absence areas of the transformation coefficient in the case of applying zigzag scanning to the transformation coefficient of a coefficient block obtained by shape adaptive discrete cosine transformation. SOLUTION: A zigzag scanning control section 100 receives a transformation coefficient outputted from a shape adaptive DCT section 10 depending on an object shape in an image and divides areas for the transformation coefficient in the converted image into a transformation coefficient presence area and an absence area and applies the presence area in the existing zigzag scanning sequence and skips the absence area. A zigzag scanning execution section 200 applies scanning to quantized coefficients by a quantizer 11 while skipping the coefficient in response to a skip signal from the zigzag scanning control section 100.
