SOLUTION: Since the time from the reception of call setting message (SETUP) to the transmission of response message (CONN) is deviated for each of terminals 301-303, any one of terminals 301-303 desirable for a caller can be preferentially communicated, and a call can be received at the other one of terminals 301-303 according to the will of operator on the reception side. Thus, communication can be accelerated while considering secrecy. Whether it is voice communication with conversation or data communication due to non-audio signals can be discriminated from the contents of compatibility information contained in the call setting message (SETUP).
