The stopper holding plate 33 is lowered by advancing a cylinder 37, a rising and lowering cylinder 6 on the lower part is advanced, the operation arm 27 is pressed up through a lifter 5, and the upper surface of the operation arm 27 is brought into contact with the stopper piece 35 held by the lowered stopper holding plate 33 and stopped. A band is wound on a constant velocity joint, and welding is performed by beam emitted from a welding gun.
