Zusammenfassung:PROBLEM TO BE SOLVED: To perform vertical swinging and movement and to rotate an object part by providing a first clutch member for vertically moving a helical shaft without being rotated and a second clutch member for vertically moving the helical shaft while being rotated to be engaged with the first clutch member in one rotating direction. SOLUTION: When a ring is held and a rotation unit 10 is swung up, a cylindrical member 21 is moved to the lower part of the helical shaft 17 and the first clutch member 19 is also moved to the lower part of the helical shaft 17. Then, the second clutch member 27 is also moved while being rotated along the helix of the helical shaft 17. Thus, the projection 18 of the first clutch member and the pawl 28 of the second clutch member 27 are engaged, the rotation of the second clutch member 27 is transmitted to the first clutch member 19 and the cylindrical member 21 and a case 37 are rotated. When the cylindrical member 21 is positioned at the lower part of the helical shaft 17 and the rotation unit 10 is swung down, the first clutch member 19 and the second clutch member 27 are separated, the rotation of the second clutch member 27 is not transmitted to the first clutch member 19 and the cylindrical member 21 is kept rotated by inertia.
