Zusammenfassung:PROBLEM TO BE SOLVED: To prevent repetition throughput from being lowered by canceling the state of concentrating load to a specified interface part by allocating a repeating interface part so that the number of telegraphic messages can be almost equal. SOLUTION: When any fault is generated at an interface part 15 among interface parts 14-16 connected to a network (h), for example, the average number of telegraphic messages is sound by dividing the total value of telegraphic messages in the statistic information storage table of managing module 17 with the number of normal interface parts, and the normal interface parts 14 and 16 allocate the networks to be repeated so that the number of telegraphic messages to be respectively repeated by the respective interface parts 14 and 16 can be average. Afterwards, all the telegraphic messages between networks (a), (b) and (d) and the network (h) are repeated through the interface part 14 and all the telegraphic messages with networks (c) and (e)-(g) are repeated through the interface part 16. Thus, since the other interface part successively performs the repeating process, it is not necessary to stop the repeating process.
