PROBLEM TO BE SOLVED: To obtain a cosmetic excellent in water repellency and oil repellency and having excellent cosmetic durability by compounding a fluorinated pitch and a fluorinated silicone having a state ranging from a liquid to paste. SOLUTION: This cosmetic is obtained by compounding 0.1-30wt.% of a fluorinated pitch and 1-70wt.% of a fluorinated silicone of a liquid to paste state. The fluorinated pitch obtained by fluorinating a coal and/or a petroleum pitch has a polynuclear polycyclic structure, and a fluorinated pitch of a powdery transparent vitrified solid is preferably used as the fluorinated pitch. For example, a fluorinated silicone expressed by the formula [R, R and R are each an alkyl or phenyl; R and R are each an alkyl or a fluoroalkyl and either contains a fluorine atom; (m)=0-100; (n)=3-1000] is cited as the fluorinated silicone of a liquid to paste state. The combined use of the fluorinated pitch and the fluorinated silicone enables the easy mixing of a fluorinated pitch which conventionally has been difficult to compound stably in a large scale. Further, the combined use also extremely improves the oil resistance and the water resistance from the case of single use.
