PROBLEM TO BE SOLVED: To easily adjust the condition of cutting and easily assemble/ disassemble a pair of scissor elements and to lightly open/close the scissor elements without unfastening the pivotally attached section. SOLUTION: A sleeve 9 is fitted to a rod part 5 of pivot 8 and inserted into a loop-shaped space between the rod part 5 and an axial hole 11 of one scissor element 1 and both the ends of sleeve 9 are fastened between a head part 6 of pivot 8 and another scissor element 2 so that the rotation of the pivot 8 facing this scissor element 2 can be stopped. Then, an O ring 10 is fitted to the sleeve 9, is fastened between the head part 6 of the pivot 8 and one scissor element 1 and controls the mutual pressing force of both the scissor elements 1 and 2, and the force of sleeve 9 pushing the scissor element 2 together with the head part 6 of the pivot 8 is decided more than the force of O ring 10 pushing the scissor element 1 together with the head part 6 of the pivot 8 so that the rotation block of pivot 8 facing the other scissor element 2 can be kept.
