Zusammenfassung:	PROBLEM TO BE SOLVED: To assure safety and simplify the facilities by providing a first sensing plate and a second sensing plate with a proper interval between them and installing a rise plate equipped with an extending bar between said plates, and raising the rise plate after a car has passed the traffic controller after paying the traffic fees. SOLUTION: A car comes to a stop on a first car sensing plate 101 provided on the floor surface of a tool parking area, a rise plate 118 falls flat after a driver takes a parking ticket, the car drives on the rise plate flattened, and the second sensing plate 103 also senses the car. After the end of parking, the car can drive on the rise plate immediately after paying the parking fee; after both the first sensing plate 101 and the second sensing plate 103 do not sense the car, then the car is judged to have passed the traffic controller; then the rise plate 118 stands upright, and an extending bar 122 attached to the rise plate 118 is extended and a red lamp at the tip of the bar is extended. This means no traffic permitted, and this will be recognized by other car drivers. The car sensing plate is borne by a steel core having a coil spring and activated only when a weight larger than a predetermined value is sensed. By doing this the construction can be simplified and cost can be reduced.
