Zusammenfassung:PROBLEM TO BE SOLVED: To simplify welding and fixing work of a reinforcing member to a steel pipe pillar and simultaneously to fill concrete in high density. SOLUTION: Flat plate type reinforcing members 34a, 34b, 34c are fixed on inwalls of grooves 32a3, 32b3 so as to extend along the longitudinal direction while partitioning spaces of the grooves 32a3, 32b3 into a plural number of regions on a pair of steel materials 32a, 32b shaped in a square with one side open. Additionally, a pair of the steel materials 32a, 32b is fixed by mating their grooves 32a3, 32b3 in a state of making them face against each other, and a steel pipe pillar 32 with the reinforcing members 34a, 34b, 34c arranged in the pipe inside is formed. Thereafter, an end part of a beam member 8 is fixed on an outer surface of the steel pipe pillar 32 corresponding to the reinforcing members 34a, 34b, 34c against the steel pipe pillar 32 erected so that the reinforcing members 34a, 34b, 34c extend in the vertical direction, and concrete is filled in the pipe inside of the steel pipe pillar 32.
