CONSTITUTION: A pulley moving means 41 is moved to a position free to install a pulley by deforming an elastic member 57 by an adjusting means 61, the pulley moving means 41 is energized by the elastic member 57 by releasing deformation by the adjusting means 61 after installing the pulley 51, and after generating specified tensile force on a belt 55 by this energizing force, the pulley moving means 41 is fixed.
