Zusammenfassung:PURPOSE:To efficiently send / receive user information by sending the user information to an opposite party time division multiplexer without call connection to an information network system (INS). CONSTITUTION:A user.user information element is inserted into a layer 3 message between time division multiplexers 21, 22 and an INS network 23 and a user information area in the user.user information element is analyzed. Depending on the analysis, whether the message is a usual layer 3 message or a message for transmission/reception of user information between the time division multiplexers 21, 22 is distinguished and the user information is sent to an opposite party time division multiplexer (21 or 22) without call connection to the INS network 23.
