CONSTITUTION: A cooling and heating device is constituted of a first heat exchanger to which an electronic thermal conversion element such as a Peltier element is attached, the second heat exchanger 9 sealed in a bag 7 composed of rubber or the like, two heating medium sealing pipes 5, 6 connecting the first and second heat exchangers and the pump 2g connected to one of the heating medium sealing pipes.
