Zusammenfassung:	PURPOSE: To improve the constitution of a plate spring used for fixing in order to improve the built-in accuracy of an upper blade. CONSTITUTION: A round blade tool device 10 is formed of a first rotary shaft 11 and a second rotary shaft 12. An upper blade 15 is fixed to the first rotary shaft 11 by a plate spring 1, within the cutout step part 14 of a holder 13, and a lower blade 18 is fixed to the second rotary shaft 12. The plate spring 1 is formed of a center fitting hole 2 and an annular side face part 3, and a recessed curved grooves 4 are formed at the outer peripheral edge of the annular side face part 3, circumferentially at equal spaces apart. The total length of the cutout width of the recessed curved grooves 4 takes up 50-70% of the whole length of a basic circle, and the cutout depth (h) is set in the relation of h
