Zusammenfassung:	PURPOSE:To form an inspection hole in a thermal sleeve to directly inspect the inner face of a pipe stand by moving a piercing apparatus to the position under the pipe stand by remote control, determining the relative position of the apparatus to the pipe stand by a television camera, and elevating a clamp system to fix the apparatus. CONSTITUTION:The drilling apparatus is moved to the position under a pipe stand 2 by remote control, the relative position of the apparatus to the pipe stand 2 is determined by a visual observation system for positioning consisting of a television camera 16, and a clamp system having a clamp cylinder 18 and a clamp metal tool 22 is elevated by a tool elevating system to fix the drilling apparatus. Then, the whole body of the tool including a cutting head 36 is moved into a thermal sleeve 3 by revolution of a sending screw 25 by an elevating motor 26. The cutting head 36 driven by a cutting head driving system which elevates an elevating shaft 30 by an elevating motor 29 carries out drilling process to form an inspection hole. The cut part can be recovered by a cut material recovering system having a cut piece adsorbing pad 52 and a recovering part 53.
