Zusammenfassung:	PURPOSE: To provide structure for improving the degree of freedom of design concerning the spring constant of a spring. CONSTITUTION: This mechanism is provided with a rotary shaft 41, torsion coil spring 47 for opening, torsion coil spring 49 for closing, rotary oil damper part 42 and casings 50 and 48. The casing 50 is provided with a stopper 48-4 for opening spring and a stopper 48-5 for closing spring. An arm part 47a of the spring 47 is abutted to the stopper 48-4. An arm part 49a of the spring 49 is abutted to the stopper 48-5. The arm parts 47a and 49a sandwich a pin 51 on the rotary shaft 41 from both sides.
