Zusammenfassung:	PURPOSE: To conceal a coding key from the third parties in order to attain a coding operation with high secrecy of communication. CONSTITUTION: When the speed of an input signal is converted into an intermediate speed by a synchronous conversion circuit 21, the octet bit data to which a matching frame is previously decided are inverted by a ciphering/coding matching circuit which is contained in a device. Thus it is possible to prevent such a case where the information sent to an ISDN is easily leaked to the persons other than a due opposite party of communication. Then the secrecy of communication is improved.
