MANAGING METHOD FOR ISSUE FILE IN CARD ISSUE SYSTEM

PURPOSE: To prevent duplicated issue in a system which issues many cards such a IC card by using an issue file. CONSTITUTION: Information which is required to issue one card is stored as issue information in the issue file 5 first. A management file 6 stores ID numbers (individual data discrimination information) for discriminating individual data that should be different for every card as key information and each time a card is issued, issue completion information is further recorded. Furthermore, retrieval from the management file 6 is performed with an ID number (key information) to be issue and a card is issued with the issue file 5 on condition that there is corresponding key information and there is no issue completion information, but if issue completion information is present and although there is the corresponding key information, no card is issued.
