CONSTITUTION: A bearing 4 for supporting a plunger 3 is disposed at the central part of a cylindrical coil 1 in an electromagnetic mechanism part 5 for converting the quantity of electricity into mechanical position output, and a pair of seats 8, 9 and a pair of measuring valves 10, 11 are disposed in a body 7 having an air passage 6 and connected to the electromagnetic mechanism part 5, thus constituting a flow control mechanism part 12. In this case, the air passage outlet part 13 of the body 7 is provided with foul material inflow preventing mechanism 14. This foul material inflow preventing mechanism 14 has an expansion valve 14a with the other end fitted movably and with the flow output opening part expanded. Contraflow caused by spitting from an engine is thereby prevented so as to be able to suppress the adhesion of carbon or the like into a device.
