Zusammenfassung:	PURPOSE: To obtain a binder compsn. which strongly adheres to various rubber chips, does not exhibit the decrease in cure rate even at a low temp., and enables the production of a tough elastic article by incorporating an org. compd. having a P-Cl bond into a urethane resin. CONSTITUTION: A binder compsn. for rubber chips is obtd. by adding 0.1-5wt.% compd. having a P-Cl bond (e.g. a phosphonic halide or thiophosphonic halide) to a moisture-curable one-component urethane resin which has a viscosity of 1,000-10,000cP (25 deg.C) and is produced from an org. polyisocyanate and a polyol or by synthesizing the urethane resin in the presence of the compd. having a P-Cl bond. If necessary, a process oil, a stabilizer, etc., are added to the compsn. At least one kind of powdery and granular or fibrous rubber chips obtd. by crushing and classifying rubber goods (e.g. a tire) is mixed with the binder compsn., is molded in a factory or pressed and spread on-site, and is cured, thus giving an elastic article.
