CONSTITUTION: A microwave antenna part 3 is attached to a mounting-angle adjusting device 6 which is installed at a carriage 7. The polarization direction of radio waves radiated from a transmitting antenna 1 is adjusted in such a way that it turns vertical with reference to the ground surface of a target point 5 and that the radio waves are radiated obliquely toward the target point, and a receiving antenna 2 receives reflected waves of the radiated radio waves.
