CONSTITUTION: A sheet-like rolled substance cutting and opening device has a rotary shaft 2 for rotatably supporting a sheet-like substance 1, a drive means 3 for rotatably driving the rotary shaft 2, a cutter 5 for cutting the sheet-like substance 1, which runs in a direction along the rotary shaft 2 and is supported by the rotary shaft 2, in the axial direction from its surface layer side, and a scraper 11 which advances toward and retract from the section of the sheet- like substance, which was cut by the cutter 5.
